There is but one major internet provider in phils (a monopoly), that uses antiquated equipment. They have consistently offered 256k transfer rates (extremely slow, just 4x the speed of your old 56k modem) all over phils, with no way to get faster service. They have just recently begun upgrading their diet to fiber, and in some places are now offering full 1.5mbit service (4x their current speeds), which is the bottom end of american DSL.
I was sitting in an internet cafe in Malate one evening, and I logged into my yahoo mail. I sent myself an email, just to check the IP. It showed Manila. Half an hour later I sent myself another one, and it showed Pampanga, 2 hours bus ride to the north. All of this while I was sitting at the same computer. Its a crap shoot.
